Will the HDMI port output 4K at 60Hz?

Yes on Apple M-series MacBooks (M1 and later) and Intel-based MacBooks from 2018 onward. Older models or some PCs may be limited to 4K@30Hz depending on the host's USB-C alt-mode capability.

Does the USB-C passthrough charge my MacBook while the hub is in use?

Yes. Plug your MacBook charger into the hub's USB-C PD port and the hub will pass through up to 100W to your MacBook while simultaneously running HDMI, USB, and the card readers.
